On November 13, 2025, in Jinan, China, Huawei and the National Information Center jointly released the "City One Network: Research Report on Trusted Data Space Connection Base" (hereinafter referred to as the "Report") at the 2025 New Smart City Development and Innovation Conference. The report innovatively proposes the concept of "Urban Trusted Data Space Connection Base" to create a high-speed, interconnected, and secure trustworthy data circulation network, providing core support for urban digital transformation. The report systematically elaborates on the target architecture, trusted service level model, technical solutions, and construction and operation models, and combines practical cases from Shenzhen, Wuhan, and other places to provide forward-looking ideas and feasible paths for the construction of network infrastructure in urban trusted data spaces, comprehensively assisting urban digital transformation and high-quality development.


Deepening the development of smart cities, promoting comprehensive digital transformation, and fully leveraging the empowering role of data in the development of urban digital economy and digital society are key measures for building new competitive advantages for cities in the future. Efficient and compliant data circulation is the key to driving the development of the digital economy. The integration of data resources scattered in various fields in the urban trustworthy data space provides support for urban planning, construction, governance, and public services, and is a key carrier for the efficient and compliant development and utilization of urban data resources. Building a reliable data space connection base for cities is the key to ensuring stable connections, efficient transmission, and orderly use of various data spaces.


After cooperating with the National Information Center in 2023 and 2024, Huawei will track and study the construction practices of multiple cities' trusted data spaces in 2025 in conjunction with the strategic deployment of national data infrastructure interconnection. The report proposes a reference architecture for a trusted data circulation network, as well as service level models, technical solutions, construction and operation models, etc. It aims to achieve cross domain interconnection and trusted circulation of data, strengthen the reliability, security, and service guarantee of the entire data lifecycle on the basis of bandwidth coverage.


Shan Zhiguang, Director of the Informationization and Industrial Development Department of the National Information Center and Director of the Smart City Development Research Center, pointed out that the digital transformation of cities is a new paradigm for urban development, and the trustworthy data space is an important support for the development of this process. Under the guidance of the "One Network, One City" concept, we will build a "One Network" for smart cities, create a wide coverage, open and compatible city trusted data space connection base, achieve efficient data circulation and secure use, accelerate the construction of smart cities and digital transformation in the new era. This report is based on the needs of digital China construction, and combines theoretical innovation and practical value, providing important references for the planning and construction of smart cities.
